Is there a site I can go to have the best setup for each track?

www.bhmotorsports.com is probably the best place to go at the moment.  
But to be honest, I don't believe there is one 'best' setup for a
particular track.  They all depend on your driving style (do you brake
late?  With both feet?  Do you tend to steer with the throttle, etc.?)  
And regardless, if you do find and use someone's 'best' setup, you are
taking a lot of the challenge out of the game.  

Make a few changes to your car, take her out for 8-10 fast laps, then
make other adjustments and see what affect they have.  Your manual has a
pretty comprehensive listing of the different tweaks, and their related
effects...
