When I Play Indycar Racing 2 on my PC, i will play it once and the car
might have some problem (oversteer, understeer, etc.), but then I play it
again a few days later, and it does not drive the same. A friend of mine
with the game on PC also has the same problem with inconsistencies, and I
am wondering if anyone else has the same problem. Please email me if you
have any solutions.

Make sure you're using the correct version (1.02). If not, then
you'll need to patch the sim.
