Ok, I gotta problem.
I have a V90 Modem, but can only connect at a 28800 through a Local ISP.
And Cable and DSL arent out here yet either.....

Any Suggestions?

  You may be out of luck.  Your ISP has to support V90 before you can
get higher connection rates.  If it does they possibly there are
firmware or software updates for your modem.  Go to the manufacturers
site and check for updates.  If it is a winmodem or softmodem,  adding
more memory to your system won't help connection rates but should
improve the modem's performance.
btw, for many games, a solid 28k connection works better than a stressed
v90 connection that is changing up and down alot as line conditions
vary.

I have the same situation and did a lot of testing to prove it was the
phone line.  There is a line test utility at
www.3com.com/56k/need4_56k/linetest.html  It will tell you if your
phone line will support speeds above 28.8.  But online racing seems to
work just fine at 28.8 and a bit better at 26.4
