while in the game (racing) type FRAME. thats it.

when you are coming out of the pits type the word "FRAMES" w/o the quotes and
in the bottom right cornor you will see your frame rate.

When I type "FRAME" the fps counter seems to be very off the actual frame rate
on my system (P133/32 MB RAM/Sierra Screamin' 3D using the Rendition DirectX 5
driver off the CD)

Vail,
        it's really pretty simple. While the game is running and you are
driving, just type "frames" (no quotation marks, of course!) You will
see the framerate displayed in the lower right hand corner of the
screen. You will also see the course map and your car moving around it.
Hit the M key to toggle the map mode off and on.
