Nascar 2003 can't clear black flag

I was racing in an online league that just started up the other day.
Relative novices mostly.  One guy got a black flag for speeding on pit road
and couldn't clear it.  Finally he was DQ'd even though he kept coming in
over and over again.  Anyone know why that might be happening?  Another guy
said it was probably because he was stopping in the wrong place.  He kept
stopping in his pit and the guy said he had to stop right behind the line
next to the pace car to clear the flag.  Is that correct or does anyone else
have any idea why it might happen?

Was this Watkins Glen?  I had the same thing happen to me, constant black
flag for speeding even when I put it in first and slowed to about 10mph.

not all penalties are stop and go's, he probably had to drive through the
pits without stopping.

No, it was at Rockingham.  I've had it happen playing offline on various
tracks so try to stay well under the speed limit online.  The guy it
happened to kept going around and round and stopping in the pit each time
and it would still say he hadn't served the penalty.  Finally DQ'd him.

He has to listen to his spotter. The spotter will tell him exactly
one time how to clear the black flag. It's either going to be a
drive-through or a stop-n-go.  If you don't do the one the sim told
you to do, it won't clear.

It also won't clear under caution.

It also won't clear until AFTER you take the green on a restart
(meaning, you have to make a lap under green before you can clear
it).

Yup, I think you're correct.  I think he missed what the spotter was saying.
Speeding is usually a drive through penalty and he kept stopping instead.

He probably got a drive-through, not a stop & go.  If you stop during a
drive-through it will not count.

Amen. I got a BS BF for passing on a restart once at Darlington (guys in
front of me wrecked out to the wall and I had to avoid to the inside) and we
could not get a clean restart after several attempts. The game kept up with
my lap count and since we couldn't get a good restart, all the yellow laps
added up to me getting DQ'd, never having had the chance to take a green,
and the field complete a entire lap UNDER green in which I could pit and
clear the BF. Everytime I would get to T3 after a restart and start down to
the apron, ANOTHER yellow would fly.

That's one of the bugs I wish they could fix. Don't DQ a guy until he has
had a legitmate chance to clear a BF. Didn't they put that command back in
for admins this go round tho? I argued about them deleting the ability to
clear BFs as an admin from N4 forward. I thought they had gotten that fixed,
again, in 2003 back to like it was in N3 where admins could throw and clear
BFs and YFs.

Yeah, the ability for the admin to clear a BF is available.  I don't know the
command offhand, though...
