OK, I got that program to help me prevent clearing out records files for warp
laps from online racing, but now the AI cars are STILL going too fast.  I don't
appreciate 1:25 laps at Monza in Novice mode...  what do I do???

You need to delete the file player.sts which is located in your
Player/Your_Name folder.

In your player folder , delete the file "player.sts" and the AI will be
reset to standard.
The program that clears the warp laps only clears them from the records
shown at each track.
