HELP,  why cant I find this file?  I assume its in the GPL directory.  All I
find is the core.ini.sample file.

You don't have one by default.  You need to rename or resave the
core.ini.sample as core.ini

I noticed the new sample core. ini has

net_mdm_client_send_every = 2

where we've mostly been using 3 with 1.0.

Assuming I'm limiting my online racing connection to 28.8 for the sake of
stability, should I continue to use 3 as a client, or stay with 2?

Rename the file to core.ini and you're done :) Then you can adjust all FF
and other stuff...
