On the Sim project site, they make mention of ICR 2 - 3D, what is that?
A new version of ICR 2?

If you have a Rendition card, Papyrus's IndyCar Racing 2 give you the
possibility to race it in 3d-acceleration using their own Rendition
rasterizer.  It is still today considered as one of the most beatifull
rendering ever done for a 3d-game.  Unfortunately, Rendition cards are dead
and very hard to get, especially since they are 2d/3d, which means that
unless you have multiple monitor you will eliminate the use of your current
card, who is probably faster but doesn't support any Rendition Rasterizer.
