Is there any utility out there or any way I can setup my car in Nascar2 to
have the same grip in simulation mode as it does in
arcade mode?

No, the point of arcade mode is that it's more like an arcade game, and
not a simulation of stock car racing. Simulation mode is intended to be
just that, and arcade mode is separate.

You could increase the 1st and 4th numbers in the TIRES line
of each tracks TXT file. eg. ATLANTA.TXT
The 1st number is for the left side tires and the 4th for
right side tires of your car. The higher the number the more
traction. I doubt they will have as much traction as they do
in arcade but it is greater. I did it in Nascar 1 but with
Nascar 2 I put more effort into car setups.
Be carefull that you don't go over a 5 digit number (99999 is
the max)

I personally choose not to alter any aspect of these settings
as I feel it would take the challenge away from setting the
car up with the right settings. Besides, the Racing League I
belong to has a special file that checks these file signatures
to determined if they have been edited. It stops cheating
within the league.

At the end of the day the choice is yours, good luck
