I've yet to see anything new crop up, and I haven't tried the older stuff.

Indycar Racing 2 / CART Racing by Papyrus is the best.
Indycar 2 (Cart Racing) is pretty good. It's been around for awhile.
I'm not sure if anyone is still using it in league racing. They used
too. Hope this helps.

It's still got some leagues, including the IIRS (http://www.racesimcentral.net/)
and C***(http://www.racesimcentral.net/). I personally drive in
both. :)
