I am playing the full season of 1998 and running at Dover, I can't qualify
no flags wave my spotter doesn't tell me to get ready for the timed lap or
nothing and I have to take a provisional, I don't want to because my car is
setup so I could probobly be on the front row! Can anybody help me?

Sounds like your dover.txt file could be damaged.  Make sure you have the
original copy of that file.  You can get it off of the CD.  Most of the
spotter, flag stuff would come from here.
