From my own research upon USENET newsgroup there is no Tank simulator
newsgroup but you might find what you want in the comp.sys.ibm.pc.games.*
hierarchy.
There may be some private servers for Tank simulators, but that is out of my
knowledge

Yeah, the ones you'll have the most success in are
comp.sys.ibm.pc.games.strategic and comp.sys.ibm.pc.games.war-historical.
Also there are forums on www.pcme.com and www.combatsim.com for armor stuff.
