Silly question: I have tried changing the carnumber in my Player.ini
files several times, but I always end up with the same car number 4
when I restart the gamne, what else can I try?

You can not change your car number in GPL. You are always #4.

Are you sure about this? Isn't carNumber for setting the preferred car
number? Or is that for use in multiplayer mode only?

You need to open your car dat file(lotus.dat) and you will notice that
there are several car mip files with different #'s.  Pick the car # you
want and just put it in the car folder(lotus) then rename it to lot4.mip,
this will overwrite the one in the dat file.

That will change the number visibly, but you are still listed as #4 in the
game.
The only way to get a different number is to race on-line where the
numbers are assigned randomly.
