From your descriptions (and assuming you're running 1.02 - as you say you
are!) the problem may be with your expectations rather than the game setup.
ICR2 has the most realistic dynamics of any driving sim - which means that
the cars have all the problems of real indy cars. Slow turn understeer
(converting to sudden oversteer when the power finally breaks traction at
the back) is what you'd expect from any race car and it's made worse by the
characteristics of turbocharging. Just as in real life, lines are
everything and slow in, fast out is the best way to achieve competitive
times. I'm a little worried by your comment about "more lock"; if all you
mean is that the further you turn the wheel the less the grip then that's
what you'd expect - the wheel should be carressed, not wrenched! - but if
you mean that you are trying to solve the understeer by adjusting the
degree of lock under suspension settings then you are applying the wrong
solution in a big way. You should also bear in mind that you can often
affect the degree of understeer most efficiently by adjusing the rear end
(wing, roll bar whatever).

tested setups which I can vouch for. In particular, look at those prefixed
with GN which are fast and stable and live with these for some time before
you make changes.
