I just got N3 and I'd like to try out the multiplayer function, are
there any good sites that talk about how to join a race and how to tell
if your connection is fast enough to handle multiplayer racing?

You can join races simply by using the "multiplayer" feature in N3.  Type in
a racing alias, select a car from the menu, and go to the next screen.  From
there you can join any race that is displayed but is not password protected.

As far as having a fast connection, a 56K modem is okay for joining races.
If you want to host races (with more than 2-3 guys) a faster 'net connection
is needed.  For example, I am on cable and host races with 16 drivers for my
league.
