Go to the directory where F1C is installed and look for
/SeasonData/Circuits/<track name>
In the directory for the installed track, look for a file with a .gdb
extension. The file should have the track name as the first part of
the filename.
Open this file with a text editor. Notepad will do if you have
nothing better.
Here is a sample of the first few lines of my "laguna.gdb" file.

Edit the line that begins "Filter Properties" to have the year that
you want to use the track in F1C.
Note: there are two formats for listing the years/mods. The first is
to use commas. The second is to use "1999 AND 2000 AND 2001 AND
...." I do not think they can be mixed.
To use the track in some of the mods, add the mod name to the Filter
Properties list. For example, add "DTM" to the end of the list to
have the track appear in the tracks for the German Touring mod.
