Here are some very very quick benchmarks...

System:
Intel P200MMX
32MB RAM
Diamond Monster 3D

Frame rates: The numbers are improved but don't "feel" very different.

Frame rates before upgrade
With Force Feedback
Empty track: 9-10 fps
Race: 7-8 fps

Without Force Feedback
Empty track: 12-14 fps
Race: 8-9 fps

Frame rates after upgrade
With Force Feedback
Empty track: 11-16 fps
Race: 9-12 fps

Without Force Feedback
Empty track: 13-19 fps
Race: 13-14 fps

AI
My tests have been very brief, but if I go slow around turn 1, the other
cars actually pass me now.  The few spins that I took show that the AI seems
to be substantially improved.

Well, hopefully I'll have more details by tomorrow.

David,

I have an essentially identical system and I get 20-30 fps. I have all
options on except: sky, steering wheel, and smoke. I have clipping set to
21, window size at 100%, and quality set to "good."

It seems to me that something must be wrong with your system or
installation. Are you sure your Monster 3D is being used? I just can't
believe my frame rates would be double yours!

I'm running with all graphic options turned on except steering wheel and car
shadows.  Quality is set to best.  20-30 fps sounds pretty nice.  I think
I'll do a little more tweaking around and report back later.

Well I've done my "tweaking" around but can't seem to make much of an
improvement to my original posted benchmarks.  I changed the acceleration
from software to D3D, but it doesn't seem to make any difference at all.

Are you running in a full screen, i.e., there is no windows frame header at
the top.  Also, do the graphics look far better when you select D3D mode.
They should if you are running hardware accelerated.

Make sure you are using hardware acceleration and not running in a
window!!

I am certain that it is using the accelerator, and it is running in full
screen mode.
Thanks for the suggestions though.

BTW, I seem to have very nice frame rates in pure 3DFX accelerated games
like F1RS, Psygnosis Formula 1, and Longbow 2.  Seems like it's the D3D
that's slowing things down on my machine.
