Well this one is so obivious this must be some kind of joke, but I'll bite.
Upper right hand corner in the setup screen you'll see Steering Ratio.

Go into the car setup screen, there is a slider for the steering ratio.
Move this to a higher value to give less turn of the front wheels for a
given steering wheel input.

Neil,

Isn't this the other way round: The higher the ratio the more the front wheels
actually turn at a given steering wheel input?

Nope Neal he's correct. The higher the ratio the slower the wheel will
turn for a given input.
just like in a transmission. 1st gear can be as much as a 4:1 ratio
4th gear is typically 1:1 ratio so the driveshaft is spinning faster at
a given RPM in fourth gear than it will in first.

Go into the car setup screen, there is a slider for the steering ratio.

The slider is a linearity adjustment, not a ratio adj. sorry.

        The steering lock is not adjustable in GPL. :(  The only things you can
adjust is the steering ratio (how much turn of the wheel equals how fast
the front wheels turn)  and the lineerity (joy stick vrs steering
wheel).

But Michael, by default the steering ratio adjust the steering lock.
Since the rtation of your wheel is fixed, raising the steering ratio
will decrease the amount the front wheels move, hence less lock to lock
movement.

The low speed steering ratio boost may effect this, but you can of
course turn this off in the core.ini. It would not effect the steering
ratio or lock past 60 mph in any case.

Page 37 of the Racing Companion.  

"Steering Ratio: A ratio that represents the number of degrees of
steering wheel movement (the first value) that are required to
achieve one degree of front wheel deflection. Lower numbers give
faster steering response and slightly increased maximum wheel deflection."
