ACT LABS RS wheel (non-force) jittering severly

I am having severe problems with my ACT LABS RS in that I can't play any
games in RS mode due to jittering.  I can't even calibrate it because of
this.  I can only use the wheel in DOS mode and therefore can only use 2
buttons and the 2 paddles.

If anybody out there has a solution, I'd be more than willing to try it.  I
just wish I could figure it out.

My system:

Asus P2B mainboard

64 MB PC100 SDRAM
3dfx Voodoo3 2000 AGP
3dfx Voodoo2 12 MB PCI
SoundBlaster 32 PnP ISA
Diamond Monster Sound II MX300 PCI
Quantum Fireball 5.1 GB HDD
Seagate Medallion 1.2 GB HDD
Creative Labs Vibra 24X CD-ROM
3Com Etherlink III PnP ISA
USRobotics 56k data/fax external
Logitech Mouseman PS/2
MS Sidewinder gamepad
MS Sidewinder Precision Pro
Act Labs RS
Kodak DVC 300 USB
Mustek 600III EP Plus parallel
SyQuest SparQ 1.0 GB parallel
Windows98

I have tried the wheel in both the SB32 and the MX300 and I have also tried
both at 266 and 400 MHz but with no change.

TWO Sound cards?

Yank out one of the sound cards and try again.

I tried running the wheel without my SB32 and Voodoo2 but it made no
difference.

Have you tried going to
Control Panels/Game Controllers/Advanced, and un-checking
"Poll with interrupts enabled"?
I assume both of your sound cards (!) have game ports--have you tried
disabling
one or the other, or using one or the other's game port driver?
The word on the street seems to be that getting multiple sound cards to
coexists
often involves installing them in a certain order, phases of the moon, etc.,
so
I would still be worried about this if the "interrupts enabled" doesn't fix
it.  Even if
it does, it would mean that something on your system is firing off a ton of
interrupts,
which would hamper framerate.

I have tried with one of the sound card completely removed from my computer
and I have tried with interrupt polling on and off but it makes absolutely
no difference.  Do you think it's something else in my system?
