It hasn't been released in the States yet. I don't know when it will be.
Ask Codemasters (get their email from  www.codemasters.com). Otherwise try
3DO who distributed TOCA in the states for Codemasters. Their URL is
www.3do.com/index.html. Or try one of several import companies.
