ICR2: Patches questions- 1.02 vs 1.2

ICR2: Patches questions- 1.02 vs 1.2

On the Sierra page there is a patch titled 1.2.  At the US pits there
is a patch titled 1.02.  Are these the same patches?
        Also, does the Win 95 patch actually make the game run native in Win 95
or is it really just running in DOS with stuff fixed.
