My findings in N2002 (and they seem to be similar with N2003) are that:
an 1800XP with Ti4200 running OpenGL has about the same performance as a
2400XP with 9700Pro running D3D.
D3D vs D3D on above, Radeon wins. Don't even bother trying OGL on Radeon.
The Papy sims seem to have an openGL implimentation that rocks on GeForce
but sucks on Radeon.

1) Being the last of its line Papy threw everything at it. Papy has
basically said there isn't a "big" enough machine made right now to run
every thing maxed.
2) NR2003 will run better than NR2002 with equal graphics settings. The big
killer is the dynamic shadows (last group on the graphics option page). The
sun glare seems to be a big hit in OpenGL and the track highlights seems to
be a problem D3D. So depending on what rendering option you he uses he may
have to dial the options in a little.
I run my XP2100/9700 pro at 1280x960x32 with 6xFSAA and 16 AF with frame
rates in the upper 40s low 50s offline and in the 70 online. I'm not using
the track highlights or the dynamic shadows. Other than the filtering option
and the cars drawn ahead I pretty much left it as the config program set the
options.
