I just decided to install the GPL demo that came with Nascar 1999 and
this game is amazing.  I crash, I fly, I found a part of me.  The only
problem is that every once in a while for no reason it will close and
jump back to the Windows 98 desktop.  I am running it on a PII 400 with
96mb ram in software mode (ATI Rage Pro graphics card).

Check the poll with interupts box in win95/98 for your controller, if it
unchecked, put a check in it, and vice versa - if it's checked, removed the
check. I remember when I first got GPL I had a problem similar, and read
somewhere to do this, seemed to work for me.
