Size DOES matter when it comes to monitors, and the biggest size you
can afford will certainly improve everything you do on your PC. Larger
sizes means higher resolutions. Higher resolutions means a larger
desktop area and in most cases, a clearer image.
Both 19 and 21 inch monitors are becoming a standard right now, but if
you can afford larger, you won't regret it. It's such an essential
part of your computer, and one on which you certainly should spare no
expense.
Remember though, size isn't everything you need to consider when
buying a new monitor. Resolution and refresh rate need to be well
thought through too.

I've got a PIII 450 but of course I run it at 600 (133x4.5) on an ABit BH6
rev 2. I've got a 32mb Guillemot Gerforce which I run at 135/340 and 196mb
ram. It runs great and I don't see the need to upgrade yet. I may pop in a
700e later on (when they're cheap) and overclock that a bit. GPL runs at
36fps all the time with the new DX7 drivers.
