Yes, they currently do not have any 24/7 servers available.

I don't understand the idea of renting a server for 24hrs. I'd think blocks
of 4 hours or such would be much more interesting. I mean paying server
rental for the 8 hours your league members sleep a day?

Well renting a server for a few hours a day typically costs as much as at
24/7 server.  A fulltime server also gives you many more options on what you
do with your server as far as testing and scheduling.  In our league we
don't mind paying for good service on a good server.  I'd rather pay and get
something we can use all the time than worry about scheduling into specific
time frames.   If we want to have a morning race on a weekend or holiday the
option is there.

Server hosts need to recover costs either way.  Looking into server pricing
and you will see that.

Boomtown.net is looking into starting a score of NASCAR servers for rent...
if they decide to do it I suggest you check them out.
They have the skills and the manpower + hardware to do a very professional
job of it.

Some leagues may be international.  They could have a north american league and
a euro league.  If they have the server for the whole day, then both divisions
can use the same server...
