In Need of Help Pack Unpack

I don't have any trouble using unpack.exe.  Tried using pack.exe in the same way
that I executed unpack.exe with little result. I tried pack layout.dat, pack,
etc. and haven't been able to execute. Will someone please explain?  Thanks
