Does anyone else have problems controlling your car in nascar 1999 when using a
wheel, I'm really tired of fighting this thing.

  Which wheel?  remember N99 is actually a dos based product
hiding behind a windows front end.  If your wheel is a digital
kind, like most of the force feedback ones, then you have to make
sure you are choosing to run N99 with the windows .exe files.
  next if you have that sorted out, make sure you calibrate both
joysticks in the controllers page, even if you don't need both.
some wheels use'm both, some don't.  
  3rd, make sure you UNPLUG anyother gamepads, joysticks or other
controllers so N99 gets the right inputs from windows.  Or get a
switchbox that allows you to select different sticks/wheels/pads.
  also what soundcard or game port are you using.  There's alot
of technical stuff to sort out first before we can help you get the
handle on the driving..
