Is there a way to get the Indianapolis track to ICR2?

Yes you not only must have ICR1 but also the track pack for IMS that was a
separate item from ICR1, and can no longer be found anywhere (I've been
looking in PC stores for over 3 years for it now!)

Sorry....

There is a possibility.... You might do some searching as I found it once
about a year ago on a racing sim site, that was already converted and was
able to load it into both ICR2 and N2 !

I don't think the site I downloaded it from still exists, but it might still
be floating around the web someplace....

These two links have the track for N1.  If you have that then im sure theres a
way to get it into ICR2.
