Myself and alot of others have this same problem. I can't get my
T2 or my regular joystick to work through N2 no matter what.
However it does work in SAFE MODE. For what it's worth.
As for now, there is nothing that can be done about it, except
some guys have recommended running Win95 OSR1 which
I don't have.

I doubt that a game card would help u. I myself tried that without
success. I was at Sierras web site today and read their message
board, and believe it or not, they kind of hinted that they figured out
the problem with the joystick/wheels not working and are writing
the code. The guy even seems to think they are close to finishing
it. But again, he just hinted at this, couldn't come out and really
officially state anything.

I can run the game fine in dos, just can't in win95.
