Opponents too slow in NASCAR

Does anyone know how to make opponents faster in NASCAR? At
Talladega, I made a lap of 218.583, and qualified first-and
opponents were on 100%! When on 100% strength, they only got up
to a 197mph lap. I went into the Drivers2.txt and made them all
faster by changing their POWER, TRACTION, DRAG, and AGGRESSION,
but that only brought them up to 199mph laps. Can anybody help?
Is there a way for faster opponents?

Edit the RELS line in the Taladega.txt file.  That will change how fast
the opponents are in comparison to the other tracks.  Another way would
be to just put your restrictor plate back on.

Try putting your restrictor place back on and/or getting the 1.21
update.

Strength setting when you're actually in the sim.
RELS in <Track>.txt for relative speed (of opponents)
BLAP for qualifying times/speed

Put that plate back on!

turn RELS up to 150 and hold onto your ass.
I dunno where RELS needs to be to run with you without a plate on, but I'd
say the 110 to 130 area.
Put the plate back on, run;
Game: 100%
RELS: 100%
and a standard IWCC drivers .txt and you'll have your hands full.

Put the restrictor plate back on your car.  You'll be back under
200mph.
