Is it NFSPU?

I think it is out of the ones I've got.

Also: I want to create some tracks for some type of auto racing (not
cycle)... I know it's a broad question - where should I look?

N4, RT, F12001, GPL with add-ons

All simulations have their own structure and design, there's no way
all-around to make tracks.

But check out GPLEA http://www.gplea.org/  for some GPL editing info.

I think NASCAR Heat looks pretty sharp -- and it's somewhat editable,
too.  

Check out http://www.sim-editing.com/ to see some of the add-ons,
including new tracks.

1. Best sim (or near-sim like Viper) with map editor?

2. Car editor / Track editor?

3. GP3 Inferno Forums up + we're looking for some track editors!!

4. GP2 track editor and new tracks

5. MTM2: 1st game tracks + track/truck editor
