I have a Logitech WingMan Yellow wheel that is getting
kind of bouncy. Is there a site anywhere that might explain
how to repair or replace the Potentiometers. Also where to
buy good quality ones.

DB, the WingMan GP (Yellow Wheel) pots are very small CTS brand pots with a little tang to anchor them to keep them from rotating.
These appear to be specifically made for Logitech, as they are the same appearance as some of the Logitech joystick pots, although
the tang is of a different length.

Good luck in finding these, if your wheel is fairly new try to get it replaced under the warranty.

Here's a site about Logitech force wheels, I have found nothing with a Logitech Wingman GP pots search on Google, although CTS
appears to be a quality pot for electric guitar, and old tube amp rebuilders.
