I'm a newbie...can't seem to figure out how to get the program/wheel to let
me shift. I go thru configuring, push the stick forward for "upshift" and
pull it back for "down", but in the game it won't allow me to shift.
Also, when coming out of corners, my car tends to swerve back and forth
slightly, all the way down the straightaway. Is there something I can
change in the car setup to combat this?

It sounds like you may have "Shifting Help" and "Steering Help" turned
on in
the sim.  Go to the options and on one of the screens, you can turn
these
options off.
