ICR2: tweaking CC speed per-track?

  You know, I knew this at one time and can't for the life of me remember
it now.  How do you tweak the speed of the computer cars on a per-track
basis?  Is it just the "BLAP" entry in the track's text file?  If I
recall, the entries in records.txt are pretty much for display purposes
only.
  Also, for whatever the setting is, does it effect their qualifying
times, or just their race performance?

I think you need to change the RELS line in the <track>.txt files. Up
is fast, down is slow. (Others here can no doubt tell you in more
detail what everything does, which is strange in a way... :-) )
