if the patch ends in zip you need to unzip it into a temporary folder.  If
it is an exe patch you need to just run the file and extract it to a
temporary folder.  Look for a file called setup or install, and run it.

I recently downloaded the Win95 patch for ICR2.  Problem is, it has a
Readme file which doesn't open or anything.  Can anyone please explain
to me how to use this patch?  Thanks in advance.

extract the patch to a temporary directory ...
copy/install ICR2 to a <drive>:\sierra\icr2
run the setup.exe file ( from the patch ) in windoze 95
before running the windy.exe file ( W=Windoze Indy=Indycar )
move to a temporary directory all the .cfg files from your
\Sierra\ICR2 ( that's what I had to do for making it work )
after that .. run windy.exe from windoze 95
