I had the same problem, AFTER installing a utility to change chassis
numbers to the correct manufacturer logo's
Check your layout folder, there should be more in there than just the
layout.dat

I believe you should install the game then update the chasis.

Then update to 1204 patch

Then it should work.  If not, then reverse the order but I do believe
this is how I beat it.  I was getting VERY frustrated but this cured it.
