Can the restrictor plates be removed at the Talladega track, so full speed
can be obtained?

Yep.  Open taladega.txt & edit the line SPDWY 1 42 45  to read instead SPDWY 0
42 45   Save it, & go racing.  Remember to turn up the AI!!!
