After a yellow flag, just before the race goes back to green, the cars that
are a lap or more down line up on the inside, and the cars on the lead lap
line up on the outside. This gives the lapped cars an opportunity to get a
lap back.

In American Nascar racing, if an accident, or otherwise "unsafe"
condition occurs during a race, a "Caution" flag will be displayed.
This means that the racing cars reduce their speed to a pre-determined
rate (what speed depends on the track), are not allowed to pass for
position, and stay behind a "Pace Car" that comes onto the track which
is used to hold the racing field at bay. In Nascar2 (the sim) this is
done by all of the cars getting in single file behind the "pace car",
until the "Green Flag" is flown. In actual Nascar racing, the cars now
line up "Double File Restart", that is, the cars on the lead lap line up
on the outside row, and the cars that are a lap(s) down, line up on the
inside row. In this configuration, a "Double File Restart", they will
be given the "Green Flag" to resume racing when the Nascar Officials
deem it is safe to do so. Hope this helps.

The reason is to give lapped cars a shot at getting their lap(s) back.
(All for the "show"; I'm not sure it makes a whole lot of sense from a
purist racing point of view, but it sure does make for a good show!)
