sounds like you need to get inside and spray your pots, with "tuner
cleaner" to get the ***out of them,

Also make sure that the the "Poll with interrupts enabled" check box on
the Advanced tab of Game Controllers properties is cleared.  This will
reduce
steering "flicker" in DirectInput games (but not GPL, N2, et al, which use
custom
joystick drivers)
