My install said that dx8 is required.  I already had it installed, so it
skipped the install.

Your install did not say it was required.............I did not install
DX8 during the game install, and am playing the game using DX7.

Mine said it was required, but i chose not to install DX8 and Nascar 4 is
running fine with DX7.

I'm sorry........That could be. I'm running 98se. I am certain mine
asked me if I would like to install DX8. Anyway, I said no thanks.

no, No, NO!!  N4 does not require DirectX 8.  At the point in the
install where it indicates it's going to install DirectX 8, just choose
the option to not install it.  I've been running N4 without DirectX 8
just fine.
