A cable modem has more bandwidth available then a dial up connection.
However, that doesn't automatically mean that you have a better
connection to your neibor. If your neibor has a cable modem and is
connected to the same cable ISP, then both of you will have almost LAN
quality connections to each other.
You having a cable connection on "X" ISP, and your neibor having a dial
up connection on "Y" ISP.. Your neibor has to go through many routers
before eventually connecting to you. Add the fact that at any time any
one of these routers can get slow.... you get the idea.
As far as hosting -vrs- client? You don't mention what CPU you have.
Being a client, you don't need a big CPU, say.. P. 233. This is because
you are only controlling your car. That info (of your car) is sent out
to a host. The host turns around and send you the info of 5 cars ahead
and one behind you. Being a host, you are doing the same thing as a
client *AND* grabbing the info from the other clients, AND separating
that info, AND splitting that info up so each client gets only the info
they need, AND then sending it. Much more is going on when you are a
host as opposed to a client. So, a bigger CPU will help some.
Being a dedicated host is something different. Why your clients have
bad connections would depend on the routers between them and you. Out
side of that, there are way too many parameters to be checking to find
them what's up.
