EXL500 wheel and nascar1999 problem

hi i just setup a ch products exl500 in win98 and tried to play sierra's nascar
1999 and my pedal don't work, and i only have 2 buttons that work. in the win98
setup it all works fine, 4 buttons work, the pedals work, etc..

but not in nascar 1999 can anyone help me out? TIA...
