That's exactly the case...
Papyrus/SierraSports/Cendant doesn't have a license to put the IMS track
into any of their titles presently. Companies who have one are ABCSports
and Sega of America.
It's like that since around 5years, the last title to have Indy was the
IndyCar Racing 1 title (Expansion set). The IMS administration has been a
little more open to the racing titles, so the chances of seeing the track in
Nascar Racing 3 are better than before.
Still, there is numbers of Indianapolis track for N1, Icr2 and N2 on the
Internet (no I won't post it on r.a.s. hehe (hehe another time))

This shouldn't be a problem, because EA has IMS in their NASCAR 99 title for
the playstation
