I have just bought a geforce and when i am the only car in the picture i get
full 36 FPS but as soon there are other cars it drops to 6-8 fps and that
sucks my system is a PII 350 with 128 MB ram

Please help me someone

Make sure you have version 3.68+ of the NVIDIA REFERENCE drivers.
Shut down all background apps.
Set the detail slider to one-third.
Use 800x600 resolution.
Turn off dynamic shadows and specular highlights.
Show only cars in the mirrors.
In core.ini, set the mirror rate to 3 or 4.
Unfortunately GPL is not optimized to make use of the Geforce's power.
GPL performance is more processor-oriented.
You are running in OpenGL mode right?  ...sorry, had to make sure =)
That should give you 36fps, dropping to maybe 25 at the starts with 19 cars.

How do you know he's talking about GPL?
