Is the core.ini.sample file in my GPL directory the one that needs to be
edited to activate my force feedback?

Yes, remove the .sample where all you have left is core.ini , then edit the
lines for your force feedback settings per the readme.

Remove the ".sample" part of the file name so it reads "core.ini".
Then open the file and change Force Feedback to equal 1 and not 0.
