Several people have mentioned a workaround for the palette problems with
nascar2, and after messing with it for a while I finally figured it out
myself.  So here is my attempt to explain how to import graphics from
Nascar1 or from .gif or .jpg files using Paint Shop Pro or any other basic
paint program (Adobe Photoshop seems to be the only program that works
fairly well with Nascar2, unfortunately I don't have the $100 to pay for
it).  This method may not import all the colors just as you see them in
your paint program, but you won't get the "corrupted palette" error.

So you have a Nascar 2 car template or otherwise that you want to import a
graphic onto.  First, export this car.  This will put the .pcx file of that
car into your c:\sierra\nascar2 directory.  Copy this car to a different
directory (I would recommend creating the directory
c:\sierra\nascar2\extra) so that you have two copies of the car that you
are working on in seperate directories.  Now you can start painting:

1.  Open the Nascar1 car or the graphic file you would like to import.
2.  Open the copied N2 car from your "nascar2\extra" directory.  (If you
haven't done so already, save the palette from the freshly exported nascar
2 car as ncr2.pal, this can be done under the "colors" menu in PSP)
3.  Increase the color depth on both of these images to 16 million colors.
4.  Cut the image from the car or file that you want, and paste it onto the
Nascar2 car.  (If you need to rotate it before pasting it on your car,
paste it as a new image, increase color depth to 16 mil, rotate it, then
copy it again.)
5.  With the Nascar 2 car selected, load the ncr2.pal palette.  This will
reduce the colors to the way they originally were, but it corrupts the
palette.
6.  Now open the original nascar 2 car from your sierra\nascar2 directory.
7.  Copy the graphic from the extra n2 car to the original n2 car.  (Don't
change any colors here)
8.  Finally save the original N2 car and import it into Nascar 2.

When I tried this, some of the grays (greys?) didn't come through, so those
areas were white, but it was better than nothing.  This may sound like a
long process, but it's not that bad.

Been there, done that.
The imported car looks like ***though. I think we have a bug on our
hands.
