Do you have more than one driver set-up? You might want to check that when you first join a race in VROC...(I'm no GPL expert but I had the wrong one selected before).
That's normal... you can't select 1st until everyone is in place or somesuch. Just be patient, you should be able to select it couple of seconds before the starter raises the green flag.
