I disagree about the track editor. ICR is a SIM and not an arcade
game. It is meant to duplicate existing tracks. The only value I
could see for an editor would be for updating small changes to some
tracks and perhaps drawing some newer tracks that Papyrus has yet to
receive permission to use. Hardly worth the effort, IMHO.

Exactly. And there are more than 100 tracks all over the world, where
I want to race with Indycars...

Don't forget: The AI-behavior is included in the track data and needs
serious changes...

Sim or not it would be nice to be able to make one's own tracks
and trade them around. I am not suggesting allowing one to make any
changes to existing tracks, although fixing the break points would be
nice.

I would disagree with that. A track editor would allow you to a) make
tracks that are no longer part of the Indycar series (i.e. Pocono, Ontario
Calif, etc), b) experiment with adding/removing chicanes in the road
courses, c) make courses that Indy doesn't normally run, like some of the F1
courses.
I don't think making our own tracks would turn it into an arcade game per
se. And even if it did, so what? ICR is a *game*. I'm always in favor of
allowing the users to modify the game to suit their enjoyment. The purists
can run on strict Indycar courses, and others can indulge their fantasies.
It doesn't hurt a purist if somewhere, someone is using ICR to run an
Indycar on Sears Point.

Yes, that would be neat to create your own tracks, but it will never
happen with Papyrus products.

I think you're underestimating the complexity of the track files -
considerably. At any rate, don't hold your breath. It's not on
Papyrus's list.

Not if done correctly and tools made are optimized. The game
Stunts had no problems many years ago. I can be done and probably is for
in house work. Papyrus is just keeping to themselves.
