Due to the internal workings of NASCAR by Papyrus, real world track
records cannot be accurately plugged into the RECORDS.TXT file.  Larry
Abels has created a(n) utility to re-calculate real world track records
in mph into seconds based on Papyrus' internal track measurements.  The
utility has an error of +/- 0.005 seconds for some of the tracks.  This
version also includes oval tracks for ICR2.
