GPL *NEW* Utility Available to Manage GPL Track Lap Records

I have released a new GPL utility for managing GPL Track Lap Records
including the easy clearing of those annoying "warp" wrong laptimes
as well as allowing easy output of the track laptime records for
viewing and printing.

Any feedback is welcomed, hopefully all of it will be good even though
this is v1.0 of the utility.
